KAMPALA, Uganda (AP) — Uganda's Ebola outbreak is “rapidly evolving” a month after the disease was reported in the East African country, a top World Health Organization official said Thursday, describing a difficult situation for health workers on the ground.

“The Ministry of Health of Uganda has shown remarkable resilience and effectiveness and (is) constantly fine-tuning a response to what is a challenging situation,” Dr. Matshidiso Moeti, the U.N. health agency's regional director for Africa, told reporters. “A better understanding of the chains of transmission is helping those on the ground respond more effectively.”

Thousands of people in towns across Ethiopia have staged demonstrations against what they say is interference by outsiders in the country’s internal affairs. The rallies included one in the federal capital, Addis Ababa, where many such events have been held in the nearly two years since war broke out in the country’s northern region of Tigray. Some demonstrators displayed banners accusing the U.S. of supporting the Tigray People’s Liberation Front, the party of Tigray’s fugitive leaders. The demonstrations were staged ahead of the expected start of peace talks next week between the warring parties.

Hundreds of thousands of people in central and western Ukraine have woken up to power outages and periodic bursts of gunfire, as Ukrainian air defense tried to shoot down drones and incoming missiles. Russia has intensified its strikes on power stations, water supply systems and other key infrastructure across the country, the latest phase of the war as it nears the eight-month mark. Ukraine’s air force said in a statement Saturday that Russia had launched “a massive missile attack” targeting “critical infrastructure,” hours after air raid sirens blared across the country. It said that it had shot down 18 out of 33 cruise missiles launched from air and sea.

FIFA president Gianni Infantino has criticized broadcasters for what he calls unacceptably low offers for rights to screen the Women’s World Cup next year. He says offers of “100 times less" than the value of men’s World Cup rights deals have been rejected. The women's World Cup starts in July hosted by Australia and New Zealand. Costa Rica defender Orlando Galo has been suspended by FIFA after testing positive for an anabolic steroid and is set to miss the World Cup in Qatar. FIFA has given no timetable to prosecute its disciplinary case. The 22-year-old Galo is provisionally suspended during the case and is facing a ban of up to four years. Police say a bus collided with a truck on a highway in central India, killing at least 15 people. At least 40 others were injured in the accident, which occurred in Rewa district of Madhya Pradesh state late Friday. Police said the bus was carrying at least 60 passengers when it rammed into a stationary truck that had just collided with another truck on the highway. Most of the passengers were laborers traveling to their homes in the northern state of Uttar Pradesh to celebrate Diwali, the Hindu festival of lights.

West and Central African countries are battling deadly floods that have upended lives and livelihoods, raising fears of further disruption of food supplies in many areas battling armed conflict. Above-average rainfall and devastating flooding have affected 5 million people this year in 19 countries across West and Central Africa, according to a new U.N. World Food Program situation report. WFP says that's “likely to deepen the already worrisome hunger situation for millions” in the region. In Nigeria, floods have killed at least 600 people and displaced 1.3 million so far this year. Japan and Australia have signed a new bilateral security agreement to reflect the deteriorating security outlook for their region driven by China's increasing assertiveness. The upgrade of the Joint Declaration on Security Cooperation was the major outcome of Japanese Prime Minister Fumio Kishida’s meeting with his Australian counterpart Anthony Albanese in the west coast city of Perth on Saturday. The pact was first signed in 2007 when China’s rise was less concerning. It builds on a reciprocal access agreement inked in January that removes obstacles to holding joint military exercises in either country.
